Decision on outsiders buying property in HP put on hold
SHIMLA: After facing widespread criticism for diluting the provisions of Section 118 of the HP Tenancy and Land Reforms Act, 1972, by allowing the children of non-Himachali employees to buy property in the state, the BJP government has put the controversial decision on hold. The decision, however, came after leader of opposition Mukesh Agnihotri had questioned the government decision and threatened to launch an agitation on the attempt to dilute the provisions of the act. Even people were criticizing the government for this on social media.
Sources said that now outsiders would not be able to buy land in the state. Actually, the decision was taken during the previous Congress regime but the same was not implemented and now the BJP government was trying to implement it, but it led to a controversy. This started after additional chief secretary (revenue) on July 25 sent a letter to all divisional commissioners and deputy commissioners, stating that non-Himachalis employees of the state are eligible to buy land in the state due to which their children were also eligible to buy land. The letter further said that even if such children were working outside and wanted to construct permanent residence with parents in the state, then no one should have objection to it. In this case, a certificate of working in the state for 30 years too is not necessary, it added.
By giving relaxation to government employees who are non-Himachalis but working here, the state government had allowed their children to buy property in Himachal Pradesh for residential purpose. This decision had resulted in widespread resentment among people, especially on social media, where people were requesting chief minister to scrap the decision in the interest of the state. Agnihotri said since day one of the BJP government, the Congress had made it clear that any attempt to dilute the provisions of Section 118 would not be tolerated. He said that top bureaucrats in Jai Ram Thakur-led government were non-Himachalis and probably they are trying to give relaxations to outsiders.
“If anybody will try to sell Himachal Pradesh, then we will oppose it tooth and nail…Instead of taking the decision secretively, the BJP government should have brought the matter in the state assembly for discussion,” he added.
On the other hand, Thakur while interacting with mediapersons in Shimla on Monday said the issue had been blown out of proportion as already similar provisions were there in the act. He said that the notification had been put on hold by the government.
