NEW DELHI: Delhi government has engaged Indian Institute of Management, Ahmedabad to study and develop an appropriate administrative structure for the capital, based on the Delhi high court judgment in response to a writ petition. The study is expected to be completed in five phases within a year.


The study will include a survey-based investigation, capturing the portfolio of services offered, quality of services, aspirations of citizens, and the existing gap in administering the services. The scope of the study will be, “Delhi Government is an amalgamation of multiple decision makers with overlapping responsibilities in delivering civic amenities and services, diffused accountability, poor execution and irregular monitoring of quality of services.”

A team led by Professor Sundaravalli Narayanaswami of IIM-A will carry out the study. The methodology is a combination of preparation of ground work to sharply focus on the issues to be addressed, field based survey to understand the challenges in governing Delhi at the grass-root level, inputs from various agencies who can contribute to the thought process of evolving a governance structure for Delhi government and benchmarking best practices.

The emphasis is on abstraction, evidence-based conclusion, a practical approach to improve the governance of Delhi from a citizen-centric perspective, as per the scope of the study. It will also include inputs from world class management principles, compare and blend best practices of large businesses and service organizations.
