Mao -Naxal : serious internal threat to India's national security

Why the hell state is encouraging Arundhati Rai or any foreign funded NGOs? Do they
represent tribals (the adivasis).

What state should do?
स्र्े र् क पास कोई strategy नहीिं है क्यकी उनक पास इच्छा शक्क्त नहीिं है। इस दे श को लर्ने और VOTE

जो की fake democracy थोप कर corruption को protect कर लूर् तिंत्र को अिंजाम दे ता है।
अत: ये कोई ऑपरे शन चलाकर चुप बैठ जाते हैं और सारा दामोदर प्रदे श की सरकार पर छोड़ दे ते हैं।
2. तीन एंगल से दे खो:
Forest Land: Declare Action (RED) Zone; Deploy Army, Separate Adiwasi Development Cell
Neighboring villages: Deploy trained special paramilitary under State, Model Development,
Swaraj – Adopt New Development Model, Eliminate Legacy
National Plan: Use Intelligence to break money and arms support network (underworld), State
Alert and preparedness against guerrilla war; Separate Adiwasi Development Cell
One: Threat to national security
Naxalite or Naksalvadi is a terrorist organization under the Unlawful Activities (Prevention) Act
of India (1967). Leaders of the movement have been found to have hideout located in China or
getting trained by china network. They are operating huge in number. More than 20-25k armed
cadre operating across forest areas in many states. They are most serious internal threat to
India's national security.
Who is responsible for this kind of sorry state of affair in the country? Who should take action
if it is case of national security threat?
Center is responsible for such sorry state of affairs!
Center must plan a strategy to clear and hold the infected areas across all states.
Entire forests zone must be declared “Action Zone – RED ZONE”. Action Zone should be
handed over to Army for cleansing operation.
Center must operate at intelligence level but should not interfere much. Command should be at
Army level to quarantine, clear and hold those areas until it is fully clean and development
functions can be started without any fear.
Army should be empowered to take independent decisions during such operations. Army also
should be empowered to clean entire illogical mining mafias across such action zones.
Tribals (The Adivasis) are not Naxalite: They have been crushed in the violent war
between the State and the Maoists. Do not victimize them!
They are also different than those living in villages or cities. They need to entirely different
development models.
- Immediately stop all compulsory acquisition of agricultural or forest land and the forced
3. displacement of the tribal people.
- Declare the details of all MOUs, industrial and infrastructural projects proposed in these areas
and freeze all MOUs and leases for non-agricultural use of such land, which the Home Minister
has proposed.
- Rehabilitate and reinstate the tribals forcibly displaced back to their land and forests.
Army should run development process in co-ordination with Ministry or Rural Development for
improvement of tribal’s living across forests.
The Village Sabah and Nyay Panchayat of tribal’s villages should be restored.
Fake development schemes like MANREGA etc should be stopped for few years and direct
resources should be given to Village Sabha/Swaraj Sabha.
In essence, triables need drinking water; education, roads, electricity, medication and economic
support to restore and run self sustained development. Fake development schemes are source
of gross root corruption, stop them in triables area.
Two. Poor governance or total failure of governance
Huge no of neighboring villages are infected due to sponsored conversion and recruitment of
village youth to Naxal Army. Ask anyone from any such village and they will tell you about
recruiter network active in that area. Intelligence is normally known to every villager as well as
state police and administration. Incapable state police force in such area is just spectator. On
the contrary, Naxalites are spread like social virus in huge number, more than few lakhs today
across villages. Naxal Army gets power, protection and moral support from villages.
Such villages should be declared as “Infected Area – State Operation Zone – GREEN ZONE”
Now state comes in picture. State machinery should operate efficiently to curb such network
but it is inefficient. A new governance model should be planned and deployed across “Infected
Area – State Operation Zone”.
- State should have single operation command, empowered and free from state interference.
- Development only should be single agenda of state across Green Zone.
Few Development Agendas:
- Stop Fake development schemes like MANREGA, start green development across State
Operation Zone. Progress audits should be responsibility of Gram Sabha and operation team
4. deployed in ground.
- Re-build Village Sabah and Nyay Panchayat across villages.
- Special Lokpal cell for corruption. Special social laws legislated by state in co-ordination with
Village Sabha and Nyay Panchayat.
- State must plan “Sample Development” to restore trust of poor citizens across such villages.
- Long term development plan should be prioritized and worked out by State.
- Technology should be used as driving force for change.
- Preparations on warfooting to face the drought situation, No shortage of fodder, enough
water for agriculture.
- Parliament must have policy framework to enact any policy as state law without any delay
which is success during such operations.
- Break and clear foreign funding channels, including foreign missionaries, NGOs active across
such zone.
- Self defense and advance military training to villagers. Local intelligence network should be
restored in place.
Three: Long Term Plan

Operation क दौरान ये दलाल और माओ नक्सल लीिेसट border states में, cities में , और across border

Every state needs trained special police force in guerrilla warfare to be ready if at all if they
engage in a hit-and-run offensive against law-enforcing agencies and government officials.
Entire anti-Naxalite unit including special state police teams should get similar training given to
the Commando Battalion for Resolute Action (COBRA), a paramilitary unit of the CRPF, for
taling Maoists groups.
Tribals Are Not Naxal:
5. Tribal (The Adivasi) are more deprived and dispossessed than the Dalits - or Muslims.
Tribal communities represent a substantial and important proportion of Indian population and
heritage. Not even ten countries in the world have more people than we have tribals in India.
It is clear that the country has been witnessing gross violation of the rights of the poor,
particularly tribal rights, which have reached unprecedented levels since the new economic
policies of the 90’s. The 5th Schedule rights of the tribals, in particular the Panchayat
Extension to Scheduled Areas (PESA) Act and the Forest Rights Act have been grossly
violated. These violations have now gone to the extent where fully tribal villages have been
declared to be non-tribal. The entire executive and judicial administration appear to have been
totally apathetic to their plight.
The development model which has been adopted and which is sharply embodied in the new
economic policies of liberalization, privatization and globalization, have led in recent years to a
huge drive by the state to transfer resources, particularly land and forests which are critical for
the livelihood and the survival of the tribal people, to corporations for exploitation of mineral
resources, SEZs and other industries most of which have been enormously destructive to the
environment. These industries have critically polluted water bodies, land, trees, plants, and have
had a devastating impact on the health and livelihoods of the people.
Center and state must ensure that all development, especially use of land and natural
resources, is with the consent and participation of the Tribal communities.
