Assigning Unique Identification(UID) Number or Social Security Number(SSN) to an individual has already been implemented in many countries since long back. The concept of identifying an individual using a ID has been revolutionary and has been a successful project in all the areas concerning to the benefits of the individual as well as government of a country. In this paper we concentrated on Ethiopia, its back ground, socio –economical standards and the use of Unique Identification Number and its impact in the present situations.Keeping in view thepresent scenario's in Ethiopia, the project can be a beneficiary and away out even for the government to know exactly the people who are below the poverty line and can extent its subsidies only to the genuine citizens. So far there is no centralized database for the country where they can analyse, plan and execute the policies made by the government. We proposed assigning a UID to the individuals of Ethiopia which can solve various issues and also benefit the country to be placed as an outstanding icon of the continent. We pointed few areas as sample where this UID can he handy for the government. UID of an individual will be a unique number which will be stored in the centralized database with which the government comes to an understanding of the citizens in the country.

A national identification numberor national identity number is used by the governments of many countries as a means of tracking their citizens, permanent residents, and temporary residents for the purposes ofvarious e-governmentally-related functions. The ways in which such a system is implemented vary among countries, but in most cases citizens are issued an identification number upon reaching legal age, or when they are born.Identification is routinely used to help facilitate commercial and government transactions [1].Such as taking out a loan or applying for government benefits. While individuals can use traditional forms of identification in face-to-face transactions, these forms of identification are less useful for conducting business on the Internet. Individuals can use an National Identification System to authenticate to online services, securely communicate online, purchase goods and services, and create legally-binding electronic signatures, such as to sign a contract. The number associated with the identity of the individuals will help in different government and private institutes to uniquely identify the stakeholders of their business and services.
ABSTRTACT Identity management systems have existed for 8 years now in Nigeria, being a useful component of national development in all economic systems. The implementation of identity management system with respect to multilateral security is the change that is obtainable within the last 8 years. Despite several debates on the implementation of Identity Management System in Nigeria. IDMS stands to play an important role on economic growth, social capital and political development in a country. It is argued that IDMS represents a new " General MultiPurpose Smart Card " with the potential view to link a secure database with biometric verifications for an individual identity. It is also generating a sustained increase in economic growth through processes of technological development and innovation. Government sees the application and use of Identity Management System as generating higher national productivity, job creation, competitiveness and national development.
The government has been focusing on inclusive growth and has launched several schemes at different levels to facilitate the same. However, monitoring the execution of these schemes and understanding clearly if the targeted citizens actually have got benefited, would demand for substantial granularity of information and doing away with information bottlenecks. Proper execution of the National ID project by the government can prove to be useful for execution of various schemes and projects as well as in accessing multiple government and private sector services. This paper focuses on the need for a single national identity system in India and its proposed execution which may actually be linked to citizen life cycle. The other aspects covered and analyzed include current Indian scenario, challenges, existing identification systems and loopholes in the existing systems. Major challenges seem to be coming from enrolments, technology platform choice and strategic design, corresponding policy and legal frameworks. Considering the mammoth and diverse population, the UID can help with technology platform, smart card technology, legal and administrative framework, business model based on Private-Public Partnership (PPP).

The Indian government has undertaken a major effort to issue Unique Identification Numbers (UID) to its citizens. This chapter examines the Social Security Number system in the US, and investigates other UID projects in Europe. Based on these understanding and other information around UID systems, the authors discuss possible issues that are expected to arise in the implementation of UID system in India. They articulate how biometrics is being advocated by the proponents of the system in India for unique identification. The authors elucidate the social, ethical, cultural, technical, and legal implications / challenges around the implementation of a unique identification project in India.

Multipurpose ID: One Nation - One Identity2019 •
The existing identity management system is neither safe nor dependable. At every point, a citizen is being asked to identify himself through multiple government IDs like Passport, PAN Card, Voter ID, and so on. Sharing multiple IDs leads to privacy concerns and data breaches. The proposed system is a combination of Multipurpose ID and a Smart Cell Phone. The physical ID would be provided to everyone on the day of Census, with a unique 16-digit (20-digit in case of global cards) universal identification number. It would carry an IC to record life-time data of a citizen; comprising all significant endorsements; triply secured by an alpha-numeric password, finger-prints and retinal scan. Consequently, all information of the citizen would be available on one click, that too fully transparent and genuine. Instead of being required to produce a physical form of ID, users could be provided with a digital ID through a personal device, like smartphone [Garg, 2017]. Using the same identification number, the user shall upload all his relevant details and documents (which will be saved in the IPFS or CAS) having hashed address stored in the blockchain. Blockchain offers secure storage of digital identities by providing decentralized, persistent, and immutable framework. It performs the middle and back office functions in a way that the Internet and the Web do to the front office. For data security and ledger consistency, asymmetric cryptography and distributed consensus algorithms can be implemented. The identity management, through blockchain, can allow individuals to have ownership of their identity by creating a national ID to serve multiple purposes. ‘One Nation - One Identity’ concept will revolutionize digitalization and bring qualitative transformation in the life of every Indian. Besides saving human resources, time, money and administrative complexities, the stack of files and papers in offices would also be reduced to fractional level. The Nation would have a red letter day as the change will shape billion lives and bring respite to administrative machinery and public that has crumpled under the red tape. Abstract: Unique Identity for every human and non-human entity on the earth is the crucial issue for the time being. Unique Identity means assigning numeric identity number to every human aged greater or equal to 0 day, each shop/institute/organization/farm/company and other like entities within countries and international organizations/bodies from now/floating date. It is envisaged for peace and security of the mankind, simplifying complicated public systems within country and in the international arena, to expedite building global village and increasing cultural, economic/business relation and amity with trust among people beyond the border. This will bring discipline in human life in the world. It will substantially reduce militancy and other minor or major criminal incidents. In this system I recommend to keep an entity profile against each entity of the country in a government database. And this will facilitate people home and abroad manifold. Criticisms and support for the Unique Identification (UID) project have largely hinged on its impact on welfare schemes, privacy of individuals, nature of governance, overall security and confidentiality of information and potential unauthorized access to data, among others. Given that the huge costs of the UID Project would have necessitated serious consultation with the public and adequate cost benefit analysis, the absence of both have generated much controversy. This issue of the Law & Policy Brief scrutinizes the larger project of providing Unique Identification numbers and the National Identification Authority of India Bill, 2010, that seeks to retrospectively validate the project.
